Strategies for monitoring and assessment of transboundary river, lakes and groundwaters
This document draws on experiences gained from implementing joint monitoring and assessment programmes on transboundary waters in Eastern Europe, the Caucasus and Central Asia, and offers strategies to assist those responsible for establishing similar programmes. The document was prepared in response to requirements established by the 1992 United Nations Economic Commission for Europe Convention on the Protection and Use of Transboundary Watercourses and International Lakes. The strategies highlight the underlying legal, administrative and financial aspects of monitoring and assessment and examine the constraints on and opportunities for cooperation. The step-by-step approaches proposed take into consideration the human and financial resource constraints some countries may face.
