Caught in the act: New stakeholders, decentralisation and water management processes in Zimbabwe
This research paper explores the challenges of institutional, organisational and policy reform around land and water resources, focusing on the experiences of the Save Catchment Council. Interviews were conducted with different stakeholders between 2000 and 2001 in order to develop narratives around water access, reflecting the political environment and changes to access rules of the time. The interviews revealed that an ‘integrated’ water resources management paradigm is a complex and contested concept when applied locally within diverse user-based environments. The paper identifies a clear need for greater support for the institutional environment.
