Towards a water allocation strategy for the Cubango-Okavango River Basin
This discussion paper was produced for the 21st meeting of the Permanent Okavango River Basin Water Commission in May 2015 to provide the basis for discussion about the need for and scope of a Water Allocation Service for the Cubango-Okavango River Basin. It offers examples of water allocation procedures and mechanisms from other basins, and explores how this can inform the Commission’s decisions on the development of a service.
